Berry Build a City Challenge (BACC) Rules

Welcome to my Sims 4 Berry Build-A-City Challenge rules! These rules were based off of The Oceanside Project BACC rules for the Sims 2. This challenge is still being play tested, so rules will be tweaked and changed as time goes on.
I use mods and CC in my game. You can check out the CC I use for my game here.
With how expensive the sims franchise has become, I do not own all of the Sims 4 packs. As I play around with and purchase new packs, I will make modifications to the rules. Feel free to take my rules and customize them to suit your own playstyle and packs owned! If you have any suggestions or improvements, let me know!
